MEMCOS GENERAL ELECTIONS 2010
GUIDELINES FOR CONDUCT OF ELECTION
It is the collective responsibility of all members of MEMCOS to ensure that the general elections are conducted in a fair and transparent manner. In this regard members are to please take particular note of the following guidelines before and during the electioneering period:
A. Before elections
1. All candidates in the elections must therefore adhere to the bye laws of MEMCOS.
2. All candidates shall pay the sum of N5,000 for nomination forms to MEMCOS account no GTB 209/726569/110.
3. Candidates shall submit completed nomination forms and bank teller (proof of payment). Scanned copies are accepted.
4. Completed nomination forms shall be submitted scanned and submitted electronically to memcoselection@mtnnigeria.net
5. Candidates completed nomination information and manifesto shall be uploaded on the MEMCOS website for members to view.
6. There are 10 positions to be filled and open to all interested and qualified MEMCOS members
B. During the election campaign
All candidates shall ensure that they observe the following:
1. Act with responsibility and dignity as candidate shall be held accountable for actions of their supporters;
2. Respect the rights and freedoms of all candidates to campaign, and to disseminate their views without any hindrance;
3. Conduct their election campaign in a serene manner;
4. Candidates are not allowed to campaign using any of the MTN mailing lists e.g. #mtnnigeria, #CR etc.
5. Candidates are advised to respect the rights of members and not clog email boxes of members;
6. All campaign shall stop 24 hours to elections
7. They will not use language or issue material that is inflammatory or defamatory, or that threatens or perceived to threaten or incites violence;
C. On the day of elections
1. Voting will be done electronically by email
2. Each member have one vote per position
3. Members shall cast one vote per position; any double vote cast by a member shall be cancelled as no vote.
4. Members shall co-operate with electoral committee officials in order to ensure peaceful and orderly voting and the freedom of voters to exercise their rights without any disturbance or obstruction.
5. Members shall respect the work of, and abstain from hindering, election observers.
6. Members shall respect the rights of voters to cast their vote freely.
7. Members shall respect the secrecy of voting.
8. Members shall not procure votes through illegal activities; including but not limited to buying votes from members.
9. Members shall not interfere with the duties of the election officials.
10. Members shall not carry out any campaign or other activities which may hinder the peaceful conduct of the elections, the process of casting or counting of votes.
D. At the Conclusion of the Elections.
1. Members shall accept the outcome of the elections that have been certified by the Electoral committee.
2. Members shall resolve any disputes relating to election results peacefully and in accordance with the guidelines laid down by the electoral committee.
E. Electoral Complaints and Offences
1. Members shall make sure all complaints must be filled with the electoral committee within 24 hrs after elections.
2. Members shall co-operate with officials of the Electoral committee and comply with their decisions.
3. Members shall not interfere with the duties of Electoral Committee.
4. Members shall not provide false information to the Electoral committee.
F. Electoral Administration
The Electoral committee officials will:
1. Perform their functions in a nonpartisan, transparent and accurate manner.
2. Ensure that every candidate, voter and other participant in the election process is treated fairly in accordance with the MEMCOS bye- law.
The Electoral committee officials will not:
1. Accept any gift or favour from a candidate, organisation, or person involved in the election process.
2. Participate in any activity that could lead or perceived to a conflict of interest with their duties as election administrators.
3. Accept improper directions or influence in the performance of their tasks.
G. Election timelines
· Submission of Nomination forms/manifesto/Profile/ N5,000 nomination fees - 1st & 2nd February 2010
· Announcement of candidates and manifesto on MEMCOS website on 4th February 2010
· Campaign kick off 8am on the 4th of February 2010 to the 8th February 2010 to 8am.
· Elections commence 9am to 4pm on the 9th of February 2010
· Declaration of results 11th of February
· Submission of election complaints 12th of February
· Review and resolution of election complaints 15th February 2010
· Announcement of winners 16th February 2010
